Oshkosh pandemic diary April 10: Wisconsin may be at its peak; one-third of city ballots not yet returned

Wisconsin has passed its peak in COVID-19 deaths and is almost at its peak for hospitalizations, according to the latest projections from the influential Institute for Health Metrics and Evaluation.

In the latest update to its model, released Friday, the institute said Wisconsin hit its peak for deaths on April 5, with a reported 20. The peak for hospital use is now seen as Sunday, when 844 beds and 140 ventilators will be needed.

The institute will next update its model on Monday. Two unknowns that could affect the progress of the disease in Wisconsin are the extent to which the governor’s safer-at-home order will be followed over the Easter holiday weekend and how in person voting this week may have contributed to spreading COVID-19.

One-third of city absentee ballots not returned
One third of the absentee ballots sent to voters in the city of Oshkosh have not been returned, the Wisconsin Elections Commission said Friday. The commission said 11,939 ballots were sent out by the city but only 7,925 had been received. It also noted that these numbers may lag behind the actual count because of a delay in data entry.

CIty Manager Mark Rohloff said that as of Thursday afternoon, before City Hall closed for the long weekend, there were four trays of absentee ballots waiting in the clerk’s office to be processed. “I wouldn’t be surprised if we have double that amount” by Monday afternoon, the deadline for receipt of ballots through the mail.

Under a court order the ballot counting can begin after 4 p.m.

Meanwhile Republican State Sen. Dan Feyen criticized the commission Friday for not taking action about ballots that went missing in the postal service.

“The WEC discovered that three tubs of absentee ballots were found undelivered in Milwaukee, but is now refusing to act,” he said. “I am in agreement with Sen. Ron Johnson and Sen. Tammy Baldwin calling for an investigation by the United States Postal Service. We need to restore trust in our absentee voting system.” 

Separately Democratic Del. Gordon Hintz has called for an investigation by the state Department of Justice into the "irregularities from Tuesday's election."

No new positive tests
The number of positive tests in Winnebago County remained at 24, the Health Department said Friday.

Separately the Wisconsin Department of Health Services reported a statewide increase of 183 cases to a total of 3,068. A total of 128 Wisconsin residents have died from COVID-19 as of Friday afternoon, DHS said, an increase of 17 from the day before.
